Chapter Rules of Mu Chapter
(Revised February 2004)
ARTICLE I
NAME
The name of this
chapter shall be Mu Chapter, Alpha Pi State, The Delta Kappa Gamma Society
International.
ARTICLE II
PURPOSES AND MISSION STATEMENT
The purposes of
this chapter shall be the seven purposes of The Delta Kappa Gamma Society
International (CONSTITUTION, ARTICLE II).
Section A
Purposes:
1. To unite women educators of the world in a
genuine spiritual fellowship
2. To honor women who have given or who
evidence a potential for distinctive service in any field of education
3. To advance the professional interests and
position of women in education
4. To initiate, endorse, and support desirable
legislation or other suitable endeavors in the interest of education and of
women educators
5. To endow scholarships to aid outstanding
women educators in pursuing graduate study and to grant fellowships to women
educators from other countries
6. To stimulate the personal and professional
growth of members and to encourage their participation in appropriate programs
of action
7. To inform the members of current economic,
social, political and educational issues so that they may participate
effectively in a world society
Section B
Mission
Statement:
The Delta Kappa Gamma Society International
promotes professional and personal growth of women educators and excellence in
education.
ARTICLE III
MEMBERSHIP
Section A
The membership of Mu Chapter
shall be composed of active, reserve, and honorary members. All membership is in
accordance with the CONSTITUTION, ARTICLE III and the INTERNATIONAL STANDING
RULES 3 – MEMBERSHIP.
Section B
Invitation to Membership:
1. Written nominations for new members shall be
submitted to the membership committee at least two months
previous to the planned initiation to allow
time for a careful check of the candidates’ qualifications.
2. Chapter members shall vote on candidates at a regular
meeting previous to the planned initiation meeting.
Section C
Issuance of Invitations:
Following the meeting at
which voting for candidates has taken place, the president shall issue a formal
invitation to the candidate to become a member of Mu Chapter and request a
response at least a week prior to the next scheduled meeting. Responses should
be retained in the membership file.
Section D
Orientations:
Orientation shall be
conducted by members of the Membership Committee and the President prior to the
time of the initiation.
Section E
Initiation:
The Membership Committee
shall be responsible for all arrangements regarding initiation.
Section F
Meeting Attendance:
1. Each member is expected to attend at least
one-half of the yearly meetings. Illness, family concerns, inclement weather,
extended travel, and/or a professional conflict excuses a member from attendance
at meetings, but a member is expected to notify the designated person with her
reason for non-attendance.
2. Attendance shall be taken at each meeting by the
recording secretary.
Section G
Delta Kappa Gamma pins:
The Delta Kappa Gamma pin(s)
of any member shall be returned to the chapter treasurer upon resignation or
demise of the member.
ARTICLE IV
FINANCES
Section
A
Financial matters of Mu
Chapter shall be in accordance with the Constitution Article IV and those of
International and Alpha Pi State Bylaws and Standing Rules.
Section B
Annual Dues:
1. Mu Chapter annual dues and
fees shall be the amount assessed by International and State rules plus chapter
dues for active for reserve members. Mu Chapter
life active members shall pay only annual chapter dues.
a. One dollar of chapter dues supports the
International World Fellowship Fund.
b. One dollar of chapter dues supports the
International Emergency Fund.
2. Changes in chapter dues
and fees shall be approved by a two-thirds majority vote of the members present
at a regular meeting, following an announcement
of the recommended changes at a previous chapter meeting
or through the newsletter.
Section C
Financial Controls:
1. The finance committee shall submit a proposed budget
annually for adoption by the Executive Board at the
September meeting.
2. Any expenses not included in the budget shall be approved by the Executive
Board prior to payment by the
treasurer.
3. Arrangements for annual audit of chapter accounts shall be made by the
chapter finance committee and
presented to the Executive Board for adoption and
filing at the September meeting.
4. Special assessments, if needed shall be determined by a vote of the members
present at a regular meeting.
5. All expenses shall be submitted within the current fiscal year (ending June
30) for reimbursement and shall be
accompanied by receipts.
Section
D
Project Funds:
Project funds are donations from chapter members for
approved projects.
Section
E
Memorial/Gifts:
Memorial/Gifts shall be
funded from the treasury according to the following guidelines:
1. An honorarium may be given for special speakers.
2. Death of a member: A rose in a
bud vase shall be provided for the services by the treasurer.
ARTICLE V
ORGANIZATION
Section A
Mu Chapter shall govern the
conduct of its business in a manner consistent with The
International Delta Kappa Gamma CONSTITUTION and the ALPHA PI STATE BYLAWS.
Section B
Boundaries for Mu Chapter
are determined by the ALPHA PI STATE EXECUTIVE BOARD.
ARTICLE VI
OFFICERS AND RELATED PERSONNEL
Section
A
Mu Chapter officers shall be
a President, a First Vice-President, a Second Vice-President, a Recording
Secretary, a Corresponding Secretary (all elected), and a Treasurer (appointed
by the Executive Board).
The immediate Past-President
shall be the parliamentarian.
There shall be a Nominations
Committee of three members, all elected

Installation of new officers
shall be conducted at the last meeting of the biennium, following election at
the previous meeting.
Section
C
Duties of Officers:
These officers shall perform
the duties as prescribed in the CONSTITUTION, ARTICLE VI as authorized by
the ALPHA PI STATE BYLAWS and MU CHAPTER RULES. In addition the duties listed
below shall be followed:

Section
C
Duties of Officers:
These officers shall perform
the duties as prescribed in the CONSTITUTION, ARTICLE VI as authorized by
the ALPHA PI STATE BYLAWS and MU CHAPTER RULES. In addition the duties listed
below shall be followed:
1. President
a. Shall prepare and distribute a newsletter to
inform members of meetings and other activities. She may
ask for help
from the membership. Supplies and postage shall be paid by Mu Chapter.
b. Shall activate the telephone tree and e-mail
to relate concerns to membership.
c.
Shall present the president’s pin to the incoming president at the time
of installation.
d.
Shall complete Form 6 and other related forms, and forward to appropriate
parties.
2. First Vice-President
a. Shall serve as chapter membership chairman.
b. Shall organize and conduct initiation of new
members.
3. Second Vice-President
a. Shall serve as chapter program chairman.
b. Shall head the Program Committee and produce
the program booklet.
4. Recording Secretary
a. Shall serve as secretary to the executive
board.
b. Shall keep minutes and attendance of all
meetings.
c. Shall furnish the president with a copy of
the minutes.
5. Corresponding Secretary
a. Shall carry on such correspondence as may be
delegated to her by the president.
b. Shall be responsible for sending appropriate
cards to members.
6. Treasurer
a. Shall serve as a member of the finance
committee.
b. Shall serve on the executive board.
c. Shall present an itemized report of
transactions at each business meeting.
d. Shall purchase a president’s pin for
presentation at the installation.
e. Shall award a $75 scholarship to any member
in her last semester of graduate study upon notification by
the
scholarship committee. Award shall be made at a regular monthly meeting.
f. Shall notify the state treasurer when a
former member has been reinstated.
g. Shall have the books available for the
annual Financial Committee review.
Section D
Terms of Office:
1. Officers shall be elected in even-numbered years and
shall have a term of two years, unless otherwise
specified, or until a successor has been named.
2. No officer, except the treasurer, who is appointed by
the executive board in odd-numbered years, may
serve in the same office longer than two terms in
succession.
3. All officers shall take office on July 1 following
their election.
Section E
Vacancies:
1. When a vacancy occurs in the office of president, the
first vice-president shall become president.
2. When a vacancy occurs in other elective or appointive
positions, the president shall name a successor.
Section F
Nominations and Elections:
1. Nominations for elective chapter
officers shall be announced by the Nominations Committee at the February
meeting. The committee shall submit the name of
one nominee for each elective office. Consent of each
nominee must be obtained.
2. Election shall be by ballot and by
majority vote of members present. If there is but one nominee for an office
the election may be by voice vote.
3. The nominations committee shall prepare
the ballot and conduct the election at the March meeting.
ARTICLE
VII
MEETINGS
Mu Chapter shall hold at least seven meetings annually with dates determined by
the Executive Board. There shall be a combination of dinner, brunch, and dessert
meetings.
ARTICLE VIII
EXECUTIVE BOARD
The members of the executive
board shall be elected officers and the immediate past-president The treasurer
shall be a member of the executive board.
The duties of the executive
board shall be as specified in ARTICLE VII, SECTION C of the CONSTITUTION, and
the ALPHA PI STATE BYLAWS.
Meetings of the executive
board shall be held at least twice each year.
Special meetings may be
called by the president.
1. The presence of a majority of the voting members of the board shall
constitute a quorum at meetings.
2. A vote by telephone is authorized when necessary.
ARTICLE IX
COMMITTEES
Section
A
Chapter Committees:
1. Chapter committees shall be established in accordance
with the CONSTITUTION, ARTICLE VIII,
SECTION A, AND ALPHA PI STATE BYLAWS, ARTICLE IX.

The committees shall be composed of members with designated
responsibilities
Section B
Standing Committees:
1. Society Business:
a. Nominations Committee
b. Finance Committee
c.
Membership Committee
d.
Historian
2. Program of Work:
a. Personal Growth & Services Committee
b. Professional Affairs Committee
c. Research Committee
d. Program Committee
e. Music
3. Educational Services:
a. Communications Committee
b. Scholarship Committee
c. Webmaster
Additional committees may be designated by the President
or Executive Board.
Program
Committee:
1. Shall develop the programs. The committee shall decide if programs
are to be planned for two years. The
program shall be limited to thirty (30) minutes
and the people to be on the programs for individual meetings
should be informed of this time before the
meetings.
2. Guest speakers, other than Delta Kappa Gamma members,
may be given a gift from the chapter. The
committee inviting the guest speaker will be
responsible for selecting the gift in accordance with Section E(1).
3. Communication Committee
a. Shall be responsible for newspaper
announcements of monthly meetings.
b. Shall be responsible for contributions to
the state newsletter.
4. Scholarship Committee
a. Shall be responsible for keeping a record of
members earning advanced degrees.
b. Shall notify the treasurer when such
scholarship should be granted.
5. World Fellowship & Awards Committee
ARTICLE
X
PARLIAMENTARY AUTHORITY
ROBERT’S RULES OF ORDER NEWLY
REVISED (current edition) shall govern the proceedings of Mu Chapter in all
cases not provided for in the CONSTITUTION, ALPHA PI STATE BYLAWS, and the RULES
OF MU CHAPTER.
ARTICLE XI
STATE CONVENTION/WORKSHOP ATTENDANCE
Fee/Mileage Payment:
Mu Chapter shall pay the
registration, meals, and lodging of the Chapter President (or her designee when
attending the state convention and fall workshop(s).
ARTICLE XII
AMENDMENTS
Section
A
The chapter rules may be amended or rescinded by a vote of the majority
of members present at a regular meeting, providing notice of proposed amendments
shall have been given to members at the previous meeting.
Section
B
Proposed amendments to the Chapter rules shall be submitted in writing to
the president.
